Do non residents who pay the dues to the state of la have any say in the gated areas. if so i believe all waterways state and federal should be open to the public who pay their dues or is the state of la giveing certian rights to certian poeple. Do they just want the 90 dollars a year. i would like to know. i do enjoy the idea of giving so the waterways are taken care of and poachers are kept out and fish habitat are protected. thank you let me know if i am right or wrong.
